Human Rights Watch has issued Report (December 15, 2011) documenting responsibility for the recent violent crackdowns and what could constitute grave violations of international humanitarian law. The significance of the Report from Human Rights Watch is that it provides detailed evidence and particularly names of alleged perpetrators of crimes against humanity at a time when the UN Office of the High Commissioner for Human Rights has also lodged similar corroborating information and has specifically called upon the UN Security Council to refer the matter to the International Criminal Court.
