Achievements on Public Procurement Reform Process

Based on the recommendations of the assessment and according to the provisions of PPL, Procurement Policy Unit (PPU) was established within the Ministry of Finance with effect from August 1, 2006, for policy and professional development and to serve as a performance monitoring organ in the field of procurement:

 

 

The objectives of the Public Procurement Reform was as follows:

  • To build local procurement capacity of line Ministries and private sector;
  • Legal and institutional framework development
  • To develop Procurement Management Information System (PMIS);
  • To implement Institutional development initially within 7 key Ministries and 6 key provinces and then expand it to other line ministries.

 

Procurement Policy Unit effective from its establishment in Ministry of Finance has done the following activities according to article 81 of PPL which describes PPU’s roles and responsibilities:

 

  • To build local procurement capacity of line Ministries and private sector;
  • Legal and institutional framework development
  • To develop Procurement Management Information System (PMIS);
  • To implement Institutional development initially within 7 key Ministries and 6 key provinces and then expand it to other line ministries.
