BALUCHISTAN...                                       When the pakistan peoples party won the february 2008 general elections one of its policy ststement was a public apology to the people of baluchistan. the ppp on behalf of people of pakistan apologizes to the people of the province of baluchistan for the atrocities and an injustice committed against them and pledges to embark on a new  highway of haeling and mutual respect a resolution adopted by yhe party leadership said.The party also promised to provide maxiumum autonomy to provinces as stipulated in the constitution of 1973..                                                                                                                  The gesture of regret was overdue.there is a long and valid history of Baluchistans confrontation with the centre over the question of autonomy. it has been a persisten source of conflict in the federation of pakistan.from its accession to the stat of pakistan in 1948 to the latest military operation launched by the musharraf government in 2005 the people of the province have had an uneasy and often turbulent relationship with central government and especially the army.Baluch leaders have always demanded greater political and fiscal autonomy.Their struggle has often turned violent and the province has faced five major military operations after becoming a part of pakistan.A lack of trust therefore mars the province central relatioship...                                                                                                                    BALUCHISTAN CONCILIATION PACKAGE/AAGHAZE HUQOOQ-E-BALOCHISTAN PACKAGE,,                                In november 2009 at a special joint session of national assembly and the senate the government unveiled its promised baluchistan conciliation package. this marks a small but important step forward in what one certainly hopes is a trend towards full integration of all pakistan into pakistan.the package follows refrom packages announced for FATA and for gilgit baltistan where elections werw recetly held. the contents of the package are by no means comprehensive and some baluch leaders are already opposing it..                                                                                                                                                                                           They have good reason to be skeptical not only because of what is not the package but also because there is a long history of such steps being taken for polotical appeasement tather than as rael triggers of systemic change in the stuctures and distributions of power.One certainly hops that this time things are different and that prime minister yousf raza gillanis offer of trying to heal broken hearts is a heartfelt sentiment and not just politcal thesrtrics..
