A national daily from Delhi in its Saturday publication claimed that former Delhi Police Commissioner Neeraj Kumar has reported that the fugitive terrorist Dawood Ibrahim had negotiated surrender with him months after the 1993 Mumbai blasts but the plan was shelved by the then government of India. But later in an interview denied all reports attributed to him.  However, the representatives of the then government of India have not expressed their reaction on the whole episode.
