CBI today pleaded before a Special Court that former Indian Telecom Minister A Raja had misled the then Prime Minister of India Manmohan Singh on policy matters pertaining to allocation of 2G spectrum, which had earlier stormed over the country. CBI alleged that Mr Raja had conspired with the accused firms and had advanced the cut-off date to favour those firms in allocation of 2G licences. He had deliberately changed the first-come-first-serve (FCFS) policy to serve the purpose of the accused firms, thus causing heavy loss in the government exchequer.
