However, think it is more an insurance by Saif not to end up executed by a mob like his father or perhaps locked up indefinitely by a neighboring state. Saif probably has enough money, loyal followers and contacts in the shadowy world of terror and insurgency to try to launch his own counter-revolution. Saif also was the heir apparent to Colonel Gaddafi’s political crown. He was viewed at times as potential reformer during his father’s rule only to end up the staunchest defender of that regime. Saif has the mindset of a political survivor and the motivation, and I do not see him as willing defendant, even if it might provide a platform to also defend the legacy of his father/family’s rule. Saif is more likely to take his fight from the bushes or more accurately sand dunes of southern Libya.(Too bad for Saif Venezuela and Hugo Chavez are not next door rather than different continent) Remnants of Gaddafi Regime, Wealth & Influence: Colonel Gaddafi’s regime may have been feared, even despised by most Libyans, but others benefited and enjoyed a better status. My guess is that Saif has access to enough wealth and weapons, (despite the UN asset freeze and arms embargo to launch at least a low grade insurgency, probably in the vast deserts of Libya). That is also one of the reasons as why the new Libyan authorities did NOT WANT NATO to end its mission in Libya yet. It is unlikely that the Libyan opposition then would have survived or prevailed in the face of Colonel Gaddafi’s highly superior firepower, mercenaries and brutality. As long as Saif is free, that may be subject to disruption, in fact likely. That is the major reason why the new Libyan authorities, Washington, London Paris and NATO allies as well as the ICC (International Criminal Court) Prosecutor Luis Moreno-Ocampo want Saif. What makes the job even more complex for Ocampo is that most countries in region are not parties to the Rome Statue and the ICC. The precedent of ICC indicted Sudan leader Bashir moving freely across borders in Africa is only more likely to facilitate Saif some greater sense of confidence, at least as far as ICC arrest is concerned. Saif as Insurgency Leader/Symbol & Commodity with Price on Head: Saif will have to continue to worry about NATO and allies. Although NATO no longer has a military mandate under UN resolution, the new Libyan authorities, now having assumed the mantle of legitimacy, and will seek bilateral arrangements to secure NATO assistance, as may be necessary. Rather than the ICC, that is Saif’s biggest worry now, along with the always-possible betrayal by subordinate or sell-out by regional ally.That is why Saif is sending messages to the ICC, as a possible life insurance policy. Saif is both symbol of a still virulent regime but also a commodity with the price on his head that is likely to continue to rise.
