Expressing “deep concern about the unresolved issues regarding the Iranian nuclear program, the resolution by the IAEA (International Atomic Energy Agency) in Vienna – its Board of Governors – is intended to rachet up the pressure on Tehran. Particularly, the provisions which need to be “clarified to exclude the existence of possible military dimensions., “ to Iran’s nuclear research program. It also stresses the need for Iran and the Agency to "intensify their dialogue" aiming at the urgent resolution of all outstanding substantive issues for the purpose of providing clarifications regarding those issues. Earlier the IAEA Director General Yukiya Amano alerted that: “As Iran is not providing the necessary cooperation, including by not implementing its Additional Protocol, the Agency is unable to provide credible assurance about the absence of undeclared nuclear material and activities in Iran, and therefore to conclude that all nuclear material in Iran is in peaceful activities.” The new Resolution was in part adopted on the basis of the Director General’s report to the Board: “The information indicates that Iran has carried out activities relevant to the development of a nuclear explosive device. It also indicates that, prior to the end of 2003, these activities took place under a structured programme, and that some activities may still be ongoing.” (See Film Report - “Iran Nuclear Program” - diplomaticallyincorrect.org/films/movie/iran-nuclear-program/25323). The Director General viewed these activities as suspicious: “As the head of this organization, what else can I do? Can I sit on this information? After the adoption of today’s IAEA Resolution, Iran repeated its denials and own allegations with respect to Washington and its allies. Last year the Security Council imposed a fourth round of sanctions against Iran, citing the proliferation risks of its nuclear program as well as its continued failure to cooperate with the IAEA. Follow-up by March 2012: The resolution urges Iran once again to comply fully and without delay with its obligations under relevant resolutions of the UN Security Council, and to meet the requirements of the IAEA Board of Governors. Expressing continuing support for a diplomatic solution, the resolution calls on Iran to engage seriously and without preconditions in talks aimed at restoring international confidence in the exclusively peaceful nature of Iran’s nuclear program. The Director General is directed to submit an updated report by the March 2012 meeting of the Board of Governors. Presumably by then an IAEA team would have had opportunity to conduct an onsite visit. However, Tehran could balk after this IAEA Resolution.For now, no new sanctions are likely as both Russia and China are not enthused by prospect and the question of why not Israel dampens open support for further action against Iran even among its Arab adversaries.
