Delegating work is easy if the one delegating is doing his part. There are office issues related to work and attitude that subordinates discuss secretly behind bosses. They are not motivated because the supposed to be leaders are low performers.

It is true that  an employee needs to act before complaining but it easy to handle this kind of situation if the superior is a good motivator. Words won't work.
