Moscow: Belgrade & Tripoli Parallels, by Ambassador mo

Moscow’s UN Ambassador raised parallels between NATO air strikes on Belgrade a decade earlier and more recent attack upon Gaddafi’s TV broadcast unit in Tripoli. In closed consultations of the UN Security Council, Russian Ambassador Anatoly Churkin cited the UNESCO Chief’s condemnation of the NATO strikes on the Tripoli broadcaster, (Read - diplomaticallyincorrect.org/films/blog_post/unesco-head-condemns-nato-air-strike-on-libya-television-by-ambassador-mo/33472 ), but then compared it to NATO’s “illegal” strikes against Belgrade broadcaster during end of last century Kosovo war. (PHOTO Above of then Russian President Vladimir Putin and to Right Foreign Minister Sergey Lavrov - who was UN Ambassador during much of my tenure and conflicts in Bosnia & Kosovo) Bosnia – Libya Comparisons: According to my sources, US Ambassador Susan Rice probably welcomed the comparison and opportunity to cite how Belgrade and other Serbian media had been employed to incite and execute ethnic cleansing/genocide in the region and particularly Bosnia & Herzegovina. Setting aside the rights, wrongs and urgency of today’s NATO action in Tripoli, it does not serve Moscow or Gaddafi well to be compared to events in Bosnia & Herzegovina, where NATO, Europe and the US are faulted for having failed to act to confront genocide, and certainly not timely or resolutely. Half of BiH’s population was displaced, couple of hundred thousand killed, and after 40 months of war the consequences of ethnic cleansing continue to pervade peace and dominate the country’s psychology, politics and cloud vision of the future. It may be impossible to paint a picture of what would have happened in Libya if NATO did not intervene and Gaddafi was left unchallenged to march into Benghazi and “deal with his enemies.” Employing Bosnia as a precedent of what would have happened without NATO action makes intervention appear even more justified and compelling in Libya. Mistakes Against Bosnia Only Remembered When Serving Purpose Other than Bosnia & Herzegovina? Both in the Security Council debate and President Obama’s rationalization of US intervention in Libya, the Bosnian example was advanced as to why this time around the world should not stand-bye (READ – “President Obama Comparing Libya to Bosnia” - venezuelawebtv.com/films/blog_post/president-obama-comparing-libya-to-bosnia-what-lessons-by-ambassador-mo/26578 & “No-Fly Zone - NATO Debates” - venezuelawebtv.com/films/blog_post/no-fly-zone-over-libya-un-nato-washington-debates-by-ambassador-mo/25596 ). Ironically, forgotten in all this is Bosnia & Herzegovina and the lessons learned as the country continues to suffer from the failure now and then to confront nationalist extremism and ongoing abuses of human rights (condemned by Council of Europe but with no effective remedy applied).
