NATO Still Have Role in Libya? UN Security Council Debates, by Ambassador mo

Council has started debate: Russia, China and most BRICS want NATO mandate terminated ASAP. US and allies pursue opposite view. It is all about though how far will NATO’s institutional role go beyond its traditional realm within Europe’s borders. In last few years, NATO has gradually adopted a broader vision of its mission, the latest examples being Afghanistan and Libya. Today (October 26, 2011) Tomorrow (26 October) Security Council is being briefed on its regular monthly basis regarding Libya from UN Secretary General’s office. About NATO’s & Libya’s Future: The UN Secretary General’s office is way forward in terms of rebuilding, institution development and “nation building” particularly in context of UNSMIL (the UN Mission in Libya). Russia is apparently though also seeking a UNSC resolution on Libya – draft circulated to Council members 2 weeks earlier. According to Security Council Report and my sources, (whatsinblue.org/2011/10/monthly-council-consultations-on-libya.php ), the draft resolution proposes “terminating the provisions in resolution 1973 for protection of civilians and the no-fly zone.” Russia views this is an issue that does not require much technical discussion and it might be possible to move forward on adopting the resolution relatively quickly. However, US and most allies are not convinced pointing out also that the Libyan National Transitional Council (NTC) has not reflected Moscow’s position. In reality though, again, this is more about NATO and less about Libya.. US and allies on Council may also want to wait for NATO’s final end-date for its military campaign before making any decisions on Libya. Although NATO made a preliminary decision last week to end the campaign on 31 October, it appears that the NTC may want NATO to be involved for a longer period of time. Another consideration regarding the vast number of weapons of both tactical and strategic nature proliferating in Libya before and during anti-Gaddafi revolution. There is second Russian Libya-related draft resolution. This draft apparently focuses on the possible illegal proliferation of arms, particularly man-portable surface-to air missiles, in the region. It appears this draft resolution would require the CTC and CTED to assess the threat posed by illegal proliferation of arms in the region and provide the Council with proposals to counter this threat. According to Security Council Report hile the timelines for adoption of these two resolutions are unclear, it appears that Council members are likely to be involved in negotiations over the two draft texts over the coming week.
