Funded by foreigners during Marcos regime,constructed by Philippine Army, to pay for the debt, all the money earned on the tollgate fee goes to the foreigners it lasted for 20 years, but it was so cheap at that time. After 20 years the government took over, it became cheap even more. As time goes by those in the government sold the express way to a private company and then the tollgate fee goes higher and higher.
