Procurement in Afghanistan is mostly understood and referred to as purchasing which is mostly used for goods, while it is a deficient definition and procurement is internationally a more comprehensive term and has comprehensive definition too used to mean acquisition of goods, works and services (of both consultancy and non consultancy).

 

 

Procurement: According to Public Procurement for Afghanistan is the acquisition by any contractual means, including but not limited to purchase, leasing of goods, works or services, and includes but is not limited to any acquisition on which any public funds are utilized.

PROCUREMENT CYCLE: A full Procurement cycle involves the following stages:

(a) identification of needs.

(b) Tendering;

(c) contracting;

(d) contract execution and monitoring.
