South Sudan – 1,500 Killed? - What is Real Story?

Part of the problem regarding what to do in current tribal conflict in Jonglei state is that we nor UN Security Council knows what is really happening. Tomorrow the UN Security Council will be briefed by Hervé Ladsous, Under-Secretary-General for Peacekeeping Operations. We have in meantime our own briefing from Bill Andress, Sudan Advocacy Action Forum, Trinity Sudan Ministry. Here is Mr. Andress’ letter to us at Diplomatically Incorrect, and with Bill’s permission we republish its detail and what appears as a sound and balanced analysis, however what struck me immediately was the number estimated to be killed - 1500: Following is first communication from Bill Andress, and we will follow with second post on his views of what should/could be done to address the ongoing crisis, now both conflict and humanitarian related with many in desperate need of assistance as they flee in the bush: -- “a. Lou Nuer who were at Pibor are returning to their own areas with thousands of stolen cattle and many abducted women and children (mostly girls). They are in a long line moving steadily away. b. Thousands (estimates vary widly but certainly are in excess of 25,000) Murle continue to flee southward pursued by other Nuer fighters. c. In retaliation, yesterday a small group of Murle fighters attacked a village in Akobo County (Nuer territory); as a result mass evacuations of Aboko town by UN, Save the Children, Church and INGO's are in progress. A horrible overreaction in my opinion, but the County Commissioner ordered it. d. The villages surrounding, and the outer tukels in Pibor Town have been destroyed, but Pibor Town is largely intack. Two major losses were the MSF Medical facility and the Cell Phone Tower (virtually the only communications method). e. People are returning to Pibor in small numbers, less than 1,000 at last report; and WHO, UNICEF, USAID and others are heavily involved in providing emergency support. f. I have seen only unreasonable estimates of deaths but believe there will be about 1500 based on previous raids. Reports that I have seen suggest less than 100, but they are based on local body counts in Pibor town which never was overrun. It was successfully defended by SPLA and UNMISS troops. I have NOT gotten a report yet today (Wednesday), but I think that the situation is much less fluid and this information from Tuesday probably remains valid. The basic cause which is reported is accurate, but too simplified.
