Another UN Security Council meeting on Sudan & South Sudan for tomorrow, but no discussion of political and deterioration in Darfur, but apparently only humanitarian. The UNSC will be briefed by Under-SG for Humanitarian Affairs and UN Emergency Relief Coordinator Valerie Amos. This follows by only several days earlier this months informal consultations/discussions on Sudan – Read: - “Action Coming-UN Security Council Briefing on Darfur/Sudan?” - diplomaticallyincorrect.org/films/blog_post/action-coming-un-security-council-briefing-on-darfursudan-by-ambassador-mo/43516 Doha Document & Darfur Peace Commission: January 16, 2012also saw meeting in Sudan re Doha Document/Darfur Peace Commission Holding Second Meeting in El Fasher: (Above Photos) - Ibrahim Gambari (front, left), Joint Special Representative for the African Union-United Nations Hybrid Operation in Darfur (UNAMID), speaks at the second meeting of the Implementation Follow-Up Commission on the Doha Document for Peace in Darfur (DDPD), chaired by the Government of Qatar, in El Fasher, Sudan. Next to Mr. Gambari is Ahmed bin Abdullah Al Mahmoud, Qatar’s Minister of State for Cabinet Affairs. As also confirmed by authors of below Security Council Report (www.securitycouncilreport.org) - What’s in Blue Article, the UN Security Council appears to be opting for a soft approach – keeping regularly informed and perhaps a Press/Presidential Statements on events. However, no decisive action appears likely or imminent even as Darfur peace appears less likely than heralded last summer and human rights abuses may be perpetuating with regularity or even increasing. According to Security Council Report’s What’s in Blue: “Amos is likely to provide more details on her visit to Khartoum in early January. During her visit she met with representatives of the government of Sudan to discuss the situation in the states of South Kordofan and Blue Nile, with a particular focus on food insecurity and malnutrition. UN/Sudan Government Agreement: “It is likely that Amos will address the four-point plan agreed between the UN and the government of Sudan to address the food crisis in the troubled states. (The UN and Sudan have agreed to share information on the humanitarian situation, to establish a mechanism for dialogue and to discuss ways of reaching people in rebel-held areas.) It seems that she may cover her expectations of the Sudanese government’s ability to fulfill the promises made. Further Update re Ongoing Tribal Conflict in South Sudan: (The conflict/raid in South Sudan between the Lou Nuer and Murle tribes continues: - See our Film Report -”Tribal War South Sudan” - diplomaticallyincorrect.org/films/movie/tribal-war-south-sudan/29555 ). “Some members are hoping for a more comprehensive briefing that would also cover the recent “revenge” attack on 13 January in Jonglei state where more than 50 people were killed and 50,000 displaced. (These attacks are related to a “cattle vendetta” between the Lou Nuer and Murle communities and the Council had addressed earlier attacks in a press statement issued on 10 January.) The UN has launched an emergency operation to help those who had to flee their homes, with extra peacekeepers being sent to the area. Another Visit/Review Coming End of Month: “It appears that Amos is hoping to do a follow-up visit to Sudan at the end of January or early February. Members who feel that it is important for the Council to be kept informed on the situation in Sudan may be interested in hearing from Amos again on her return. At press time there was no talk of a Council decision but it is possible that—in the light of information coming out of Amos’s briefing—some Council members may be interested in beginning discussions on a press statement.
