Russia, China, geography and Israel are the 3 factors. Russia and China are vested in the current Damascus regime. On the other hand, any NATO or Euro-American military intervention into Syria is made much more difficult by the geography, as at least compared to Libya. Finally, any effort at a UN Security Council resolution condemning the Syrian regime will be immediately met with comparisons to Israel’s alleged violations regarding Palestinians. (Even a weak common or “Presidential” statement is in doubt). A military intervention from the West would be immediately projected as one on behalf of Israel, and the Syrian regime would probably even welcome the opportunity to refashion itself once again as on the front lines facing the “Zionist” enemy. The lack of will though is not an issue with high UN officials, especially staring into the regime’s abuses in Hama. The UN Secretary General Ban Ki-moon has characterized President Bashar Assad as having “lost all sense of humanity,” after numerous direct telephone calls to the Syrian leader have made no impact. Navi Pillay, the UN High Commissioner for Human Rights has been at the forefront of criticism: “The Government has been trying to keep the world blind about the alarming situation in the country by refusing access to foreign journalists, independent human rights groups and to the fact-finding mission mandated by the Human Rights Council. But they are not succeeding. The world is watching and the international community is gravely concerned. I stand in solidarity with peaceful protesters who are demanding that the persistent violation of their human rights ends now. I also stand in solidarity with the families of all the victims who have lost their lives since the crackdown began, and condemn in the strongest terms the reprehensible violence this Government is using against its own people.” Some have suggested that the dragged out Libya intervention has made the UN Security Council weary of starting down the same road with Syria. The Libyan intervention may still be messy and it is still too early to judge, but it seems pretty certain that UN and NATO action against the Gaddafi regime did obstruct a bloodbath in places like Benghazi. Why no such ramping up of UN and allied measures in response to the Syrian regimes escalating violations of humanitarian law? Assad regime remains largely immune within the UN Security Council and in the field due to Russia, China, geography and Israel.
