This is topic on which I often think,  why we are behind in developments and from fast technology of the world while we have all sources provided by nature.  One clue is very clear; we kept deliberately blind from the light of education, our nation got 4 standards of education from the beginning, and fruits of these standards we availed  and impact is mostly negative.

1. Madrasa(Religious Schools)55% 70% of population. Though our all society is now in classes  due to inequality of division  government development funds, mostly poor people do not prefer to send their children to government  schools rather than getting some religious education from Madras, where they are learnt something good to lead a pious life , but also expose drawbacks of corrupt government jobs  which have created the bad unequal society,  they are learnt jihad(Holy War) to fight,  but in history we see the Jihad of 1980 to 1990 against Russia, and USA utilized them in real sense indirectly.  Who was in front line of their ideology support?  That was the most negative side of this type of education which could not make the builder of nation. This ideology could not eliminate and now this jihald(Holy War) is not against with non muslims fighters  but with innocents of Pakistani muslim society.
2. Our Beauracy role was to collect funds from foreign nations and big part of this money is now in Swiss Banks and in UK.  Some funds went to Madrasas (Religious school ) for well brain washing of children of poor of this nation to make their ideology strong. 
3. National interests.  All those who were  our heads of time did the bloody game , was totally against our national interests that was temporary . We see  powers of world how they used small nation for their  interests and small nation are,  how used by their narrow minded rulers and beau crates . That was cold war between the big nations of world; we are victimized just for some money by our beau rates, which did not care even national interest and our nation loss, is plus 150 billion dollars and our head could hardly fill the Swiss banks with few millions.
