Licensing deals like these don't happen as often as a franchisee can build a McDonalds in different areas of the Philippines. This kind of licensing most probably involves a lot of risk and trust. John Gokongwei, Jr. being the second richest man in the Philippines and the Chairman of JG Summit Holdings, Inc. might have something to do with the trust given by Starwood.

In September 2016, Starwood was acquired by or successfully merged with Marriott International, Inc., a multinational hospitality company, thus making it the world's largest hotel chain.
