US Recognizes Libya Rebels in Turkey – Key to Money Access, by Ambassador mo

US Secretary of State Hillary Clinton during meeting of Contact Group held in Turkey announced that US is recognizing the Libyan Transitional Council as legal government and representative of Libya. The significance of move was highlighted that it occurred in Turkey, where the Government has reversed initial caution and also indicated that Gadaffi’s Government has lost credibility to lead and should step aside. Under Turkey’s dynamic Foreign Minister Ahmet Davutoglu, Turkey has rapidly adjusted to the trend of new diplomatic/political realities. Although the Libyan conflict still has some way to go before political or military resolution, Turkey and the US are a handful of states that are most likely to shape the outcome of the diplomatic debate and perhaps the outcome of the conflict. The US move, joining already a handful of other countries particularly in Europe, has of course symbolic and political significance. However, the most important outcome may be finally release of Libyan state assets frozen under UN sanctions months earlier. The Libyan rebels have complained of western governments and others not living up to their pledges of grants/loans and not being able to acquire weapons for their cause. US recognition and release of frozen assets should enable the transitional government in Libya to fund functional requirements from salaries to medicines. It may also enable them to more readily acquire weapons to match Gaddafi’s forces, although that may remain a bit more of a question as to whether such violates an arms embargo in place.
