US Sends Special Forces on Kill Mission to Central Africa? By Ambassador mo

Lord’s Liberation Army and its leaders Joseph Kony are the targets of new “training” mission for US Special Forces presumably preparing the soldiers from four countries affected by the LRA’s terror. Uganda apparently will be the center but DRC (Democratic Republic of Congo), Central African Republic and South Sudan are included. US military officials contend that the US personnel will not be directly involved in any mission to apprehend and/or kill although they will be training in forum with the local national troops. It is not yet clear to what extent the International Criminal Court (ICC) or the United Nations as well as the US Congress has been consulted/informed. US Congress Notification/Authorization: US official said that in the past few days there have been discussions about whether US Congress had to be notified and it was determined notification must be made because the U.S. troops are combat equipped. The history of the LRA with the ICC and the UN is indeed even longer. The LRA and Joseph Kony (PHOTO –Kony in focus in white) specifically has been listed by the US as “Specially Designated Global Terrorists.” The US Congress last year passed legislation aimed at disarming and disbanding the LRA. No specific provision was included for US troop deployment, Special Forces or peacekeepers. International Criminal Court Indictment: The ICC indicted Joseph Kony 5 years earlier. His record for using child soldiers as well as brutality of his crimes has become “legendary.” While the LRA claims some Christian fundamentalist ideology, its objectives appear not much more than self-perpetuation – perhaps describing its reliance upon child soldiers. It would appear incumbent on the US to at least consult with the ICC and UN (which has also adopted resolutions and measures with respect to the LRA). However, the US is not party to the ICC. Timing: US Special Forces Freed from Kill Bin Laden Mission? The timing of the US Mission would appear to be most linked to availability of US Special Forces. Undoubtedly recent killing of Osama Bin Laden has freed upon some troops. Will though the Bin Laden kill mission also serve as strategic model for getting the LRA’s Joseph Kony?
